This is a very wrong and narrow way of looking at the matter. Say that there are no private schools in Brazil. Would equity and inclusion be ascertained? Definitely a big NO.

Equity and inclusion are but a never-ending race that needs to be adapted in whatever system exists despite whether the state allows public and private entities to exist or not.

Imagine the time of the pandemic when the world was forced to teach online; serious equity and inclusion issues also arose. How many children had no access to the internet and online education facilities? How many children faced home-based violence and endured many cases of abuse from close family members that hindered their education? Would you then condemn the whole online education system because of such atrocities? Definitely a big NO.

If clear national policies that ensure equity and inclusion are set up, then whatever adapted system will ensure equity and inclusion is abided to. But, the race will never end with just a snap of a finger, so proper and continuous monitoring will still be inevitable.
