The rural teacher hardship allowance was too generalized as three quarters of schools in Malawi are actually in rural areas. The policy should have targeted “hard to reach schools” in order to address hardships of the most disadvantaged teachers and hence make the policy financially feasible. At the moment the policy is also cause for further teacher frustration as Government is failing to sustain it. At the moment Malawian primary school teachers need close support from the Department of Inspection and Advisory services if things have to be made a bit better.
