Their behaviour can then be challenging. In Scotland children have a right not to be placed in special school unless it is not suited to their ability and aptitude; their education impacts on others, or it is unreasonably expensive. There is a high level of support (about 77% in recent survey) for principles broadly in line with the UNESCO report. However many teachers reported that they often did not feel supported and empowered but could feel overwhelmed and not listened to by senior managers and local authorities.
